Resilience and Recovery: Navigating Ukraine’s Path to Reconstruction

On the 17th April 2026, AIT School of Management had the distinct honor of hosting Mr. Viktor Semenov, Chargé d’Affaires and Acting Head of the Embassy of Ukraine in Thailand, for a profound discussion on the current landscape of his nation and the strategic opportunities for future recovery. The session, titled “Resilience and Recovery: Lessons and Opportunities from Ukraine,” went beyond the headlines to explore the human, economic, and technological dimensions of a nation in transformation. The talk served as the kick-off for the "Building Back Better" series, an initiative launched by Dr. Tobias Endress to explore how nations and organizations can transform in the wake of difficult times.


The dialogue was characterized by a remarkable level of engagement from the student body. Bohdan Ivashchenko, Second Secretary of the Embassy, later reflected on the interaction, noting that he was deeply impressed by the genuine curiosity and thoughtfulness of the young leaders in the audience. He remarked that the students demonstrated not only a sophisticated understanding of global affairs but also the ability to navigate sensitive, complex topics with exceptional diplomacy and respect—a sentiment that underscores our mission to cultivate

"reflected leaders" who look beyond the standard curriculum.



The Architecture of National Resilience

Perhaps the most inspiring segment of the talk focused on how Ukraine has maintained its national functions under extreme duress. Mr. Semenov identified decentralization as a primary pillar of survival; local self-governments took immediate ownership of basic needs, shelters, and hospital management, proving that localized governance is often the most effective tool during the war.


Technologically, the nation has undergone a rapid transformation. The digitalization of public services—specifically the development of e-government platforms—has allowed citizens to access social benefits and essential documents even within combat zones. Simultaneously, the IT and defense sectors have emerged as engines of growth. Ukraine has become a global leader in drone technology and interceptor systems, proving that necessity is indeed the mother of innovation.


A Roadmap to Reconstruction and Partnership

Looking toward the future, the reconstruction of Ukraine is being framed as a "leap forward" rather than a mere rebuilding of the past. The goal is to create a modern, transparent economy fully integrated into the European Union. A major milestone in this journey will be the 2026 Ukraine Recovery Conference (URC), scheduled for June 25–26 in Gdansk, Poland. The conference will focus on five critical dimensions: business, human capital, regional development, European integration, and defense.


Mr. Semenov extended a specific invitation to the Thai business community, noting that the newly established Thai-Ukrainian Chamber of Commerce will facilitate direct partnerships. He emphasized that early investors will hold a significant strategic advantage as Ukraine moves toward EU membership. "The world is built by those who don't step back," he noted, urging the next generation of leaders to analyze information critically and act with the courage required to build a more just international order.


Reflecting on the Dialogue

Of course, the students had many questions for Mr. Semenov, as they come from diverse backgrounds, many of them from different countries, bringing multiple perspectives and fostering a deeply inclusive dialogue that connected regional realities with a broader global understanding of resilience. The session concluded with a call for the accountability and a reform of international institutions, including the UN Security Council, to ensure that the precedent of redrawing borders by force is never allowed to stand. For our students and faculty, it was a masterclass in the realities of modern diplomacy and the indomitable spirit of a people committed to a free and sovereign future.
