Meghalaya Civil Service Officers Complete International Immersion Program in Bangkok

A total of 35 Officer Trainees from the 2025 batch of Meghalaya Civil Service (MCS), accompanied by senior officials from the Meghalaya Administrative Training Institute (MATI), successfully completed a high-impact International Immersion Program in Bangkok, Thailand, from 7–12 June 2025.


The program was organized as a joint collaboration between the Indian Institute of Management (IIM) Shillong and the School of Management, Asian Institute of Technology (AIT), Thailand, as part of an advanced capacity-building initiative to expose future civil servants to global governance practices, strategic leadership, and sustainable urban development models.



Program Highlights and Expert Sessions


This immersion experience blended academic learning with practical exposure, focusing on 21st-century governance challenges and international best practices. Key expert sessions included:


  • Change Management and Public Sector Leadership, delivered by Sam Hanna, Adjunct Faculty at AIT and former CEO of Shell, this session explored the dynamics of leading change in public administration, emphasizing strategy, innovation, and adaptive leadership.

  • Public Service in Action – How Effective Governance Shapes National Progress Led by Assoc. Prof. Dr. Pasit Lorterapong, former Secretary General, Office of Atoms for Peace, and former Deputy Permanent Secretary, Ministry of Higher Education, Science, Research and Innovation of Thailand, the session examined the critical role of effective governance, inter-ministerial coordination, and evidence-based policy in national development.

  • Strategic Transformation for Urban Futures an high level experienc sharing by Dr. Thongtana Permbotasi (MD), Director of the Innovation Division, and Mr. Nattawut Kreangkraileard, Plan and Policy Analyst, from the Strategic Transformation Office (STO) under the Prime Minister’s Office of Thailand, this session provided case-based insights into successful models of urban innovation, smart city implementation, and community-led sustainability planning.



Building Future-Ready Civil Servants


The program enriched the officer trainees’ understanding of adaptive governance, policy innovation, and global administrative trends. The collaboration between IIM Shillong and AIT School of Management signifies a progressive step towards equipping Meghalaya’s next generation of public leaders with the competencies and global exposure required to meet the complexities of modern governance.


This international immersion reflects Meghalaya’s ongoing commitment to fostering a responsive, capable, and visionary civil service for inclusive and sustainable development.
